Presentation to Philadelphia City Council Member:

School Library Support Needed--School District of Philadelphia

School libraries in the Philadelphia public schools need your support. There are less than 80 certified school librarians left in more than 250 schools this school year. Less than one school in three has a certified school librarian. More than100,000 students each year do not have access to a fully functioning school library with an accessible certified school librarian.

· Certified school librarians make the connection for students to literature of their choice and ability, fostering lifetime literacy and love of reading. 80% of elementary schools do not have a librarian.

· Certified librarians teach critical thinking skills to students; they foster academic and research self-sufficiency. Critical thinking skills support democracy by creating an informed public who vote.

· Certified librarians who are available to students throughout the school day are proven to raise student academic achievement and test scores. <http://www.lrs.org/impact.php>

· Certified librarians provide academic equity to low-income, minority students. They are in the same building as the students.

· Certified librarians know how to select the best resources to support student academic achievement. They are a wise economic choice during times of limited budgets.

· Certified librarians provide professional constancy for students throughout their years in one building. Certified librarians "loop" with the students.

· Certified school librarians are not volunteers or clerks. They are teachers whose specialty is school library service, grades K through 12.

· Certified school librarians know the curriculum across grades and subjects better than any other teacher in the school.

· School librarians create library users and lovers from the youngest ages, which ensures a strong and supported future for the Free Library of Philadelphia. Certified librarians in elementary schools support literacy, enabling more students to complete high school.

As a City Council member, at budget time you must:

· Question any budget that does not include full financial support for School District of Philadelphia school libraries with full-time certified school librarians in every school.

· Ask why the youngest, most impressionable children do not have access to a fully functioning, well-equipped school library with a certified school librarian.

· Ask why Imagine 2014 talks about a certified school librarian in every high school library, but as of January 2010, more than 20 high schools did not have one.

Reported on February 18, 2010:
"We were an effective team, I feel, and our scheduled 15 minute meeting
turned into one hour. While we were in the office, Blackwell got on the
phone with ???? and gave them all the facts that we had just given her. As
many times as I tried to thank her and leave, she held us there discussing
the issues and other school related matters. We drove home the need for a
line item in the budget for school libraries and librarians so that
principals will not spend it anyway that they want. I do hope that she
comes through for us as she promised."

On Thursday, February 25, Carol Heinsdorf and I ventured out to Philadelphia’s City Hall to have our meeting with Councilman Bill Green. While the unexpected snow day kept many of us home, Councilman Green’s office was abuzz with various assistants as they prepared for the upcoming city budget hearings that will be getting underway in March. We were pleased that he was able to squeeze us into his busy schedule as we sat down for our meeting to discuss our ongoing need for support for libraries in our schools.

While we were prepared for our visit and shared the packet that was put together for our visits to various city council visits with him, Mr. Green was prepared as well. He shared his own concerns with public education in the city and with the school district’s budget. He promised us that he and other city council members will be asking many of the questions that we had prepared in our presentation as well as his own.

What was especially impressive was Councilman Green's interest in school libraries, despite not being a member of City Council's Education Committee.

Cities were selected based on their 2006 U.S. Census population figures. The study was limited to those cities with a population of 250,000 or larger as of July 1, 2006.
In 2008, Philadelphia ranked 28 out of 71.

Mr. Stewart Graham, Office Manager, conferred with the APSL representative the same day that the request was made. He was attentive and helpful, offering to apprise Councilman Rizzo, a member of the Educational Committee, of APSL's concerns regarding the situation in Philadelphia's public school libraries.

Suggestions for maximizing visit to City Council member
To make the appointment:
  • Put together a group of 3-5 people in support of improved school library services.
  • Make appointment with the council person. [If you are a working school librarian and need an appointment after school, Thursday afternoons seem to be the default day of the week for late appointments.]
  • Contact information can be found on the City Council Member's web page. <http://www.phila.gov/citycouncil/>
  • You can expect that the initial appointment you make will be changed. It is your call if you will accept a meeting with a staff person as intermediary if the Council person gives a reason for not meeting you in person. This other person may be more flexible as far as meeting times and even places go.
  • Introduce yourself to your Councilperson’s Chief of Staff/Office Manager. These people can be helpful, may be influential, may be gate keepers, etc.
  • If asked, your presentation, as outlined on the one page, two sides, should be able to be delivered in 15 minutes. When you speak to your passion, maybe it will take longer. You be the judge.
  • Remember to fill in your contact information at the bottom of the back page. Point it out before you leave.

Getting into City Hall:
  • You must enter from the northeast corner, which is labeled "Visitor's Entrance."
  • Be prepared to show ID, sign in, and get a visitor's pass.
  • Take the elevator to the appropriate floor. When you enter the main hallway, use the available floor plan to help you find your way to the Council person's office.

Presentation:
  • Take the presentation page in the binder to give to the Councilperson. Include a copy of School Libraries Work!, published by Scholastic. You can point out the research that highlights Pennsylvania.
  • Make sure that everyone else attending the meeting has a “working copy” of the document.
  • Speak from the presentation page, so we are speaking with one voice. Passion and life experiences are welcome.
  • Don’t ASK the Councilperson to act during the budget process; TELL the Councilperson to act! (You are the public, they are the public servant. You pay their salary; you elect them to office to act on your behalf.)
  • Watch your time. Get through the whole thing.
  • Remind the Councilperson, as many times as is appropriate, that you vote.
  • Remind the Councilperson that even though the City does not provide the bulk of the money to the District, Council does have an opportunity to influence the District when it comes time to vote on the budget. That opportunity must be used productively, to benefit families with children and the City.
  • Lack of certified librarians has become a 15 year long city-wide problem, affecting productivity, equity of access to library services, life-long learning and graduation rates.
  • Leave with the business card of both the Councilperson AND the Office Manager.

After presentation:
  • On back of business cards, for future reference, write who attended, where and when met.
  • Write a note of thanks to the Councilperson repeating your expectation that he/she will act on this school library issue, especially during the budget process. Look forward to meeting again with him/her in the spring (not going away!).
  • Write a note of thanks to the Office Manager/Chief of Staff thanking for support/assistance/mediation, etc. Look forward to connecting again.
